Information for international students arriving to Russia

29 December 2022

Starting December 29, 2021, foreign citizens (except for citizens of the Republic of Belarus) arriving in Russia for the purpose of studying must undergo a mandatory medical inspection, as well as provide their fingerprints and biometric photograph, within 90 days from the date of their arrival. To take the procedure, all foreign citizens are required to visit a regional office of the Federal State Unitary Enterprise “Passport and Visa Service” of the Russian Ministry of Internal Affairs (St. Petersburg, Krasnogo Tekstilshchika St. 10-12, bldg. B – entrance No. 2 from the inner courtyard). Please note that you will need to present your ID (passport) to submit your application.

Foreign citizens who will pass the procedure will receive documents confirming the results of the inspection and photographing, as well as the submission of their medical records. Non-compliance or partial compliance will result in the reduction of the individual’s period of residence in Russia.

In the event that a foreign citizen is tested positive for any of the diseases caused by HIV or for the use of non-prescribed narcotic drugs, psychotropic substances, or other potentially dangerous new psychoactive substances, their stay in Russia may be considered undesirable and they may not be permitted to enter the country.

Please note! According to the order of the Russian Ministry of Health No. 1079н, dated October 19, 2011, documents confirming the results of an individual’s medical inspections are valid for 3 months from the date of their issue. Detailed information about the procedure can be found on the official website of the Russian Ministry of Internal Affairs (in Russian).
